In June 1974 this court issued a writ of mandate directing the trial court to issue a preliminary injunction enjoining respondent county from issuing to L. G. Kendall and Eastco, Inc., (Eastco) any building permits or other "entitlements of use" for the construction of Rancho El Contento subdivision and ordering Eastco to refrain from taking any further action pursuant to any permit or other entitlements theretofore issued or approved by the county with respect to the construction of the project. The writ was issued because Kern County had failed to respond with specificity in the final environmental impact report to the comments and objections to the 1973 draft environmental impact report as required by section 15146 of title 14 of the California Administrative Code.
